POSITION SPECIFICS: We are seeking a collaborative and knowledgeable Early Learning Coordinator to provide leadership and oversight for our Early Intervention (EI) program. While this role includes a range of responsibilities across early learning services, the primary focus is supervising EI staff and programming, supporting high-quality service delivery, and ensuring fidelity and integrity of program implementation. The ideal candidate will be skilled in coaching and developing staff, fostering strong relationships with families and partners, and promoting consistent, effective practices that support positive outcomes for young children and their families. Preferred candidates will have previous experience as an Early Intervention provider and/or recent administrative experience within an EI/ECSE program. GENERAL DESCRIPTION: In alignment with the NWRESD's mission statement, this position assists the Executive Director of Early Learning with administering all early learning operations supporting approximately 3000 students across a four-county region. This includes the supervision of instruction, support services, facility and operations, student activities, agency collaboration, and community relations activities. The EI/ECSE Coordinator is an antiracist leader responsible for program vision, administration, standards, monitoring, accountability, and reporting within the mission and vision of the NWRESD and the Early Learning Department. These programs are implemented in accordance with ESD policies and procedures, Oregon statutes and administrative rules, and federal laws and regulations. These programs must also be consistent with and supportive of the instructional programs carried out in the local districts in which the ESD is operating.
QUALIFICATIONS: To perform this job successfully,an individual must be able to perform each essential duty satisfactorily. Valid Oregon TSPC Administrative License or ability to obtain license within timeline specified by district. 2. Master's degree in Early Childhood Education, Early Intervention/Early Childhood Special Education, or related field. 3. Experience in early learning education or related fields is preferred. 4. At least three (3) years of successful experience in increased supervision and responsibility. 5. Valid Driver's License; available transportation and proof of auto insurance. KNOWLEDGE, SKILLS, and ABILITIES: 1. Demonstrate commitment to creating a learning environment conducive to the overall development, social-emotional health, and well-being of all students. B. Manage, in coordination with the Executive Director of Early Learning, the development and implementation of the EI/ECSE program with and in response to the needs of families, community pre-schools, school districts and other clients and stakeholders. C. Develop and implement the planning, training, and professional development of staff to ensure alignment between program outcomes, standards, grant requirements, and school district priorities. D. Work with other NWRESD programs and/or other agencies as required or as requested in matters dealing with: a. Transportation b. Purchasing c. Personnel d. Resource Assistance e. Communications f. Special Education/Student Needs and Accommodations E. Make recommendations to the Executive Director of Early Learning regarding selection, assignment, and other personnel matters, and manage and evaluate personnel within the program. F. Prepare and submit reports as required. G. Manage and support program activities within the resources approved and objectives established by the NWRESD. H. Confers and collaborates with principals, staff, department leadership, and other District Personnel as needed. I. Administer rules, regulations, and procedures for the program within the policy structure of the NWRESD and the Oregon Department of Education. J. Develop and support the implementation of Early Intervention and Early Childhood Special Education policies and requirements. K. Maintain an emotionally healthy and physically safe environment conducive to the educational development of students and the professional development of staff. This includes training staff on using equitable and inclusive practices and monitoring implementation. L. Provide support to staff to meet the changing needs of students and programs. M. Coordinate and ensure compliance with the Individual Family Service Plan (IFSP) requirements, including evaluation timelines and timeline compliance. N. Work with higher education, governmental resource agencies, school districts, and professional organizations and other partners in furthering Early Learning opportunities for children. O.
