Job Description:

The Assistant Director of Specialized Instruction will be responsible for monitoring the development, implementation and evaluation of compliance of federal and state regulations, including citywide programs and behavioral services. This role will also supervise the development and implementation of training and onsite technical assistance to school-based teams regarding special education processes, procedures and regulations. The Assistant Director will supervise the Child Find process as well as the Medicaid Reimbursement Program. This 12-month, Adminstration position reports to the Executive Director of Specialized Instruction.

Qualifications:



  • Education: A Master's Degree from an Accredited College or University in Special Education is required.


  • Certificates & Licenses: A Valid Virginia Department of Education Teaching Postgraduate Professional License with an endorsement in Special Education K-12 (General Curriculum, Adaptive Curriculum) and in Administration and Supervision PreK-12 required.


  • Experience: A minimum of 5 years teaching or program development and 3 years supervisory experience is required.

  • Extensive knowledge and skills in Federal, State and local mandates for special education to ensure that the school division is in compliance;
  • Experience with data collection and analysis for reporting to state and federal agencies, and for planning and evaluating special education services;
  • Exhibits exceptional written and oral communication skills to respond to parents and advocacy groups and to serve as a representative of the school division; and
  • Possesses strong management and problem-solving skills.



Essential Functions:



  • Provides guidance and leadership to assigned central office and school-based personnel regarding policy, procedures and direction of instructional services.
  • Assists in the development and implementation of special education policies and procedures.
  • Oversees the School Division's Child Find Process.
  • Directs and supervises division wide implementation of the Medicaid Reimbursement Program.
  • Supervises a team of Specialists, including compliance, Medicaid and Child Find.
  • Prepares and submits state reports related to the State Performance Plan indicators.
  • Collects all data necessary to complete the December 1 child count of students with disabilities.
  • Manages the dispute resolution process, including state complaints, due process complaints and mediation brought by parents for alleged violations of rights of the children with disabilities.
  • Reviews and responds to requests for Independent Educational Evaluations (IEE).
  • Monitors special education timelines, including initial eligibility and reevaluations, annual IEPs and MDRs.
  • Runs regular reports in VaIEP to ensure state and federal compliance.



Compensation:



  • Placement on the Administrator LAS-F grade, determined by The ACPS Licensed Administrator Salary Scale


  • FLSA Status: Exempt position - This position is classified as exempt, meaning it is not eligible for overtime pay under the Fair Labor Standards Act.



Clearances:



  • Criminal Justice Fingerprint/Background Clearance.
  • Tuberculosis Skin Test.
  • Public Health Compliance - Must follow safety and health protocols.
