Foreign Affairs Specialist

This position requires an active TS/SCI clearance.

The Foreign Affairs Specialist supports the Department's legislative engagement and international security policy efforts through congressional coordination, policy analysis, interagency collaboration, and strategic outreach. The role requires expertise in foreign policy, international diplomacy, arms control, and legislative affairs while supporting senior officials with briefing preparation, congressional communications, and policy development activities.

Compensation & Benefits

Estimated Starting Salary: $100,000 - $133,964 annually

Pay commensurate with experience.

Full-time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.

Foreign Affairs Specialist Responsibilities Include:

  • Prepare Department officials for Congressional engagements including preparatory meetings, briefings, hearings, and nominations.
  • Process Congressional notifications for appropriated funds and track emerging and enacted legislation affecting State Department equities.
  • Respond to Congressional inquiries and support legislative coordination activities.
  • Examine, compare, and develop policy options while conducting research to support policymaking officials.
  • Prepare briefing materials involving classified information.
  • Build and maintain relationships with legislative affairs counterparts across the National Security Council, executive branch agencies, and the Department's Bureau of Legislative Affairs (H).
  • Represent the T Family's Congressional interests before Congressional committees, member offices, and interagency partners on arms control and international security policy matters.
  • Contribute to the recording and dissemination of performance metrics and reporting mechanisms to assess outreach strategy effectiveness.
  • Interpret and synthesize complex data from multiple sources to support policy alternatives and strategic recommendations.
  • Support interagency coordination efforts involving diplomatic, legislative, and security priorities.
  • Perform other job-related duties as assigned.

Foreign Affairs Specialist Experience, Education, Skills, Abilities Requested:

  • Master's degree with three (3) years of experience in international politics, foreign policy, military/defense, or security cooperation.
  • Demonstrated knowledge of legislative affairs, international diplomacy, and interagency coordination processes.
  • Excellent collaboration and communication abilities with strong administrative and organizational skills.
  • Experience supporting foreign policy priorities including arms control, counterterrorism, emerging threats, international narcotics and law enforcement, and political-military affairs.
  • Ability to interpret data from multiple sources, simplify complex findings, and define policy alternatives.
  • Demonstrated ability to operate effectively within the interagency environment with knowledge of agency goals and objectives.
  • Superior knowledge of international diplomatic dynamics for at least one region of the world including AF, EAP, EUR, NEA, SCA, or WHA.
  • Knowledge of political, economic, social, legal, and diplomatic aspects of policy options to effectively negotiate and prioritize legislative initiatives.
  • Ability to prepare and present classified briefing materials for senior leadership engagements.
  • Must be a U.S. Citizen.
  • Must possess and maintain an active TS/SCI clearance.
