The Position

The Port of Portland is hiring a Manager of Environmental Air Quality & Energy. This role is responsible for management of the Air Quality and Energy programs including strategic planning, personnel, budgets, and contracts. Championing initiatives across multiple departments in a coordinated and collaborative manner to achieve operational safety, business objectives, regulatory compliance, operational efficiencies, and to function as a center of excellence within the Port of Portland. Another key function of this role is representing the Port via engagement with diverse stakeholders such as community groups, regulatory agencies, and government officials. Essential Job Duties
-
Subject matter expertise
- Act as the subject matter expert for the Port's Air Quality and Climate Change initiatives and engage technical staff or consultants for expertise regarding the full range of Air Quality and Energy matters.
- Establish networks and key resources to track regulatory issues and trends and to maintain the highest and best knowledge of technical and regulatory information related to air quality and climate change.
- Represent the Port on a broad range of environmental issues both within and outside of the Port.
- Participate in national, regional and state collaborative initiatives such as ACI-NA, the Oregon Governor's Global Warming Commission, the Clean Diesel Contracting Collaborative etc.
Program delivery
- Ensure successful delivery of the Air Quality and Energy programs.
- Champion decision-making, planning and communications across departments, and make recommendations on complex Port business issues.
- Obtain and maintain compliance with all applicable federal, state, and local laws and regulations governing respective media.
- Effectively communicate environmental regulations, permit conditions, and policies within the Port.
Management:
- Hire, train and manage performance of staff and oversee the daily operations of the Air Quality and Energy team.
- Ensure through either direct action or delegation that department functions are managed in alignment with Port policies and procedures including personnel management, budget, contracts, and general administration.
- Consult and make recommendations on complex issues arising from Port aviation, marine, industrial development and commercial plans, operations, transactions etc.
- Directly or through staff, responsible for ensuring compliance with all applicable federal, state, and local-and secondarily international-laws and regulations.
- Manage outside services contracts and budgets.
- Provide subject matter expertise and guidance on mixed media issues.
Other Projects
- Manage the environmental aspects of large, complex, multi-disciplinary environmental projects as appropriate.

Minimum Qualifications
-
Education and Experience
- (Required) Bachelor's degreein Environmental Sciences, Engineering, or a similar field.
- (Required) Five (5)+ years of progressively responsible work experience in functional areas, including project management, negotiating and managing complex environmental issues.
- (Required) Five (5)+ years of demonstrated experience in supervision of employees.
Licenses and Certifications
- (Required) Driver's license.
- (Preferred) Maintain a valid Transportation Worker Identification Credential (TWIC) badge to access the Port's marine facilities.
Demonstrated Skills & Abilities
- Intermediate- Laws and policies related to managing personnel.
- Intermediate- Personnel management techniques and best practices.
- Senior- Program management. Project management techniques and best practices.
- Senior- Federal, State, and local environmental regulations, codes, rules, laws, guidance, and policy statements related to air quality, energy, and climate change.
- Air quality: Advanced
- Climate change: Senior
- Energy: Intermediate
- Intermediate - Microsoft Office Suite.
- Senior- Identify issues and seek creative solutions.
- Senior- Written and verbal communication skills. Tailor content to varying audiences.
- Senior- Complex project and process management including budgets, schedules, and scope.
- Senior- Resolve problems with minimal conflict and motivate colleagues to collaborate. Work through ambiguity.
- Senior- Orient, train, assign, and manage performance of employees.

Selection Process: (tentative schedule):
- A minimum qualification evaluation of the education, training, and experience of submitted application packets will take place by Human Resources the week of July 20th.
- A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.
- Our goal is to schedule the virtual first round of interviews with candidates who successfully passed the SME evaluation on Monday, July 27th. Panel Interviews will be held Tuesday, August 4th.
