Job Summary
The IT Applications Liaison supports the information technology of the assigned clinical departments. Responsibilities include the coordination of technological requirements of the department and the development of workflow and infrastructure to support the information technology roadmap. This position collaborates and communicates with operational, clinical, and other information technology departments regarding existing and proposed information technology needs.
The liaison will assist the clinical departments and information technology partners (IT leadership, clinical chairs and department staff) to support the department's clinical, research and administrative application environments. The liaison partners with project teams and departments to develop technology assessments, cash flow worksheets, requirements and project plans and will assist in the management of projects from design to deployment.
The liaison is a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues / problems without precedent and / or structure. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy.
As a technical leader in clinical applications, applies advanced professional concepts and extensive industry knowledge to lead and / or work on medium to large projects of broad scope and complexity. May be recognized expert of an area of focus of business in clinical applications. - Bachelor's degree in health care information technology, computer science, or related area, and / or equivalent combination of experience / training.
- 7 years of experience in healthcare information technology
- Working knowledge of total computer environment including hardware, operating system software and application software.
- Ability to work independently, set priorities, organize work and meet deadlines.
- Ability to exercise independent judgment and personal initiative and accept responsibility for decisions and actions.
- Effective facilitation of collaborative decision-making.
- Strong documentation skills and proficient in administrative software (word processing, spreadsheets, visual presentation such as PowerPoint, Visio, etc.)
- Broadly encompassing or highly in-depth knowledge of 1-2 areas of focus in clinical applications specialty area(s).
- Knowledge of operations, systems and functions, including planning, design, development, implementation, user support and training, maintenance, quality assurance, and system testing and evaluation.
- Ability to exercise tact and diplomacy in working with others to secure necessary information and cooperation from UCDH Leaders, staff and vendors.
- Demonstrated high level of knowledge and experience with respect to technologies appropriate to the healthcare, research and education industry.
- Ability to integrate the understanding of the department's goals and objectives, commitments and projections within a service-oriented healthcare environment.

- Advanced ability to serve as a technical leader and information resource, and to work collaboratively with key personnel and leadership, providing guidance and recommendations on systems, improvements, upgrades, and industry advances and trends.
- Demonstrated high level knowledge of the total computer environment including hardware, operating system software and application software with respect to technologies appropriate to the healthcare industry.
- Demonstrated skill, knowledge, and ability to consistently, effectively, and efficiently perform technical support of complex distributed information systems with minimal direction.
- Ability to work independently, while encouraging collaboration with departmental subject matter experts, other IT staff and vendors. Displays judgment required knowing when to escalate resolution of a critical production problem.
- Excellent interpersonal and communication skills. Ability to express ideas assertively, clearly and concisely both verbally and in writing.
