The Center for Excellence in Disabilities at West Virginia University is currently accepting applications for an Accountant position.

About the Opportunity

Provides and maintains the accounting system for West Virginia University Center for Excellence in Disabilities. Independently plans, develops, implements and monitors the fiscal operations of the CED for all funding sources including federal and state grants and contracts, WVU Foundation and other funding sources, expense accounts, travel, purchasing, and contractual agreements.

What You'll Do

  • Independently plans, develops, implements and monitors the fiscal operations of the CED for all funding sources including federal and state grants and contracts, WVU Foundation and other funding sources, expense accounts, travel, purchasing, and contractual agreements.
  • Compiles and analyzes financial reports detailing expenditures, availability of funds, and costs to determine the financial position of the CED based on the analysis of expenditure and revenue trends. Reviews the use of programmatic resources for all contractual initiatives to help ensure the effective use of resources in meeting goals.
  • Maintains budget balances for all CED contractual initiatives and funding sources. Prepares financial reports on CED activities for transmittal to institution's budget office and state and federal agencies.
  • Assists with the completion of budget summaries for grant and contract proposals.
  • Implements and monitors internal procedures for fiscal policies impacting the Center to ensure compliance with institutional, state and federal guidelines. Evaluates effectiveness of financial operations and makes recommendations and/or takes the necessary corrective action.
  • Develops and monitors internal systems to improve accountability of revenue and expenses related to the infrastructure of the CED by revising policies and procedures, improving audit trails, and improving record keeping.
  • Evaluates effectiveness of fiscal operations and makes recommendations and/or takes corrective action when necessary.
  • Serve as Departmental Card Coordinator (DCC) for assigned accounts.
  • Edits purchase card transactions accurately and timely to ensure charges are posted to the proper accounts.
  • Monitors account activity for assigned grants and contracts. Reconciles monthly financial reports.
  • Prepares monthly reports of program expenditures and serves as resource for programmatic questions.
  • Acts as a training resource, assisting Program Managers in interpreting and understanding financial reports.
  • Collaborates with Program Managers by providing financial guidance to assure accurate budget preparation for 20 or more grants and contracts, at the beginning of each FY (state and federal).
  • Communicates to all subcontractors the requirements for writing agreement letters, budgets, overhead costs, and serves as the liaison for awarded grants and contracts.
  • Assures compliance with the funding agencies and institution for acceptable expenditure categories.
  • Assists with organizing the final budget proposal and obtaining final institutional approvals for all aspects of the proposal.
  • Independently interfaces with institution representatives at all levels as needed to assure adherence to all policies and procedures as required to accomplish funding source requirements.
  • Prepare, process, track, maintain, and monitor Oracle requisitions/purchase orders, travel settlements, employee reimbursements, WVU/WVU Research Corporation Procurement Card procurements and monitor all WVU Foundation accounts by maintaining a comprehensive record of all transactions.
  • Process, track and maintain invoice database on Oracle based procurements, procurement card order validation, and reconcile such database to internal Grant Manager Ledger.
  • Communicates with vendors, suppliers or consumers to solve any problems that may arise with the procurement of equipment/materials for or impacting the CED via face-to-face, telephone, e-mail or in written correspondence.
  • Process and monitor tuition waivers for all faulty, non-classified staff and graduate research assistants.
  • Assist with all HR and tuition waiver processes/actions, under the guidance of the Assistant Director for Finance.
  • Responsible for collecting and analyzing information on the various federal, state and local regulations and guidelines as they pertain to subcontracts, contracts and agreements of CED.
  • Communicates in person, in writing and by telephone with vendors and funding agencies to solve any problems that may arise with the procurement and/or leasing of materials and equipment for CED.
Qualifications
  • Bachelor's degree in business, finance, accounting or related discipline.
  • A minimum of one (1) year of experience in the following:
    • Comprehensive working knowledge of accounting, including billing systems.
  • Any equivalent combination of related education and/or experience will be considered.
  • All qualifications must be met by the time of employment.

Knowledge, Skills and Abilities

  • Comprehensive working knowledge of the Oracle Accounting system.
  • Excellent oral and writing skills.
  • Strong attention to detail.
  • Ability to use spreadsheets and word processing software programs for accounting, budget preparation and correspondence.
  • Demonstrated knowledge of WVU payroll, personnel and Oracle accounting systems, consulting services agreements, subcontracts, and the ability to apply knowledge to processes as they pertain to the institution and CED.
  • Demonstrated ability to prepare, analyze, and maintain spreadsheets to track expenses, forecast future spending, and maintain current budget data.
  • Demonstrated ability to work independently, efficiently and effectively with minimal supervision.
  • Demonstrated ability to exercise good judgment.
  • Ability to set priorities, work independently and carry out important assignments with short timelines.
  • Working knowledge of funding mechanisms that specifically include grants, contracts and cooperative agreements with federal and state agencies.
  • Demonstrated ability to coordinate the assembly of grant applications.
  • Demonstrated skill in working with Grant Manager, Word and Excel.
  • Thorough knowledge of accounting principles.
  • Ability to work with others, to assist non-finance staff with information needed to manage program finances.

Preferred Qualifications

  • Experience in pre-award grants administration preferred.
