Fidelity Technology Services LLC seeks a Software Engineering Manager / Technical Lead to lead and transform its Simulation & Training software development organization. This is a player-coach role: the right candidate will own the engineering culture and architecture standards across the S&T portfolio while remaining embedded in active program execution as a technical lead and product owner on one or more programs. The position will work directly with the Technical Director to build a DevSecOps-ready, Agile-fluent organization capable of competing and winning under the Army's Software Acquisition Pathway (SAP/ASAP) and OTA acquisition models.
Essential Functions
- Owns software architecture decisions across the S&T portfolio - simulation host applications, visual systems, data pipelines, and training platforms; establishes and enforces coding standards and architecture review gates consistent with DoD and CMMC requirements.
- Leads, mentors, and grows a cross-functional software development team; conducts performance reviews, skills gap assessments, and professional development planning.
- Champions the organization's shift from waterfall to Agile - standing up and sustaining Scrum ceremonies, CI/CD pipelines, and DevSecOps toolchains meeting NIST SP 800-218 / DoD DevSecOps Reference Design standards.
- Serves as the embedded technical lead and product owner on one or more active programs: owns the product backlog, runs sprint ceremonies, tracks velocity, and keeps the PM and Government customer informed on software status and risk.
- Translates Government requirements (SRS, ICD, CONOPS, Capability Drop definitions) into actionable epics and stories with bidirectional traceability to contract CDRLs; represents the program team in ART PI Planning events.
- Leads technical content in proposals, OTA submissions, and design reviews (SRR, PDR, CDR, TIM, GAT) - authoring SDPs, Architecture Description Documents, and BOEs.
- Partners with the Technical Director on workforce shaping, hiring decisions, subcontractor software team oversight, and SAP/ASAP acquisition compliance.
- Responsible for planning, prioritizing, and ensuring the integrity of significant software deliverables across multiple concurrent programs; provides input to the analysis and design of proposed programs and captures.
Qualifications
- Bachelor's Degree (4-year college or university) in Computer Science, Software Engineering, or a related STEM discipline
- 6-12 years of progressive software development experience; 2+ years in a technical lead, product owner, or engineering management capacity
- Proficiency in C/C++, C#, or Python and hands-on experience with modern software frameworks relevant to simulation or embedded systems
- Demonstrated Agile/Scrum leadership - sprint planning, backlog management, retrospectives, velocity reporting, and PI Planning at the ART level
- Working knowledge of CI/CD toolchains (GitLab CI, GitHub Actions, Jenkins, or similar) and Git-based version control workflows
- Experience translating system-level requirements into developer-ready stories with traceable acceptance criteria; familiarity with DoD software CDRLs (SDP, ICD, SVD, STP)
- Strong interpersonal and communication skills; ability to present technical strategy and program status to peers, leadership, and Government customers
- Excellent organizational skills; demonstrated ability to manage competing priorities across multiple programs with appropriate independence
- U.S. citizenship required; active Secret clearance or eligibility to obtain; Top Secret eligible preferred
Preferred Qualifications
- Direct experience on a SAP/ASAP program of record or DoD MTA/OTA contract; familiarity with the Capability Drop release model and SAFe framework implementation in a defense context
- Simulation domain: CIGI, DIS, or HLA protocols; IG system integration; LVC or game-based training architectures
- Military fires or aviation domain SME - prior service (13-series, JTAC, FSO, aviator) or contractor experience supporting fires or aviation training systems
- Cloud platform experience (Azure/AWS GovCloud), containerization (Docker/Kubernetes), or infrastructure-as-code
- SAFe Agilist (SA), POPM, or PMP certification; EVMS/EAC familiarity a plus
