Hill International is seeking a Constructability Review Engineer in Orlando, Florida

The Constructability Review Engineer is responsible for evaluating highway and roadway design plans during the planning, design, and pre-construction phases to ensure projects can be efficiently, safely, and cost-effectively constructed. This role serves as the bridge between design and construction teams by identifying potential construction issues, conflicts, risks, and opportunities for improvement before construction begins.

The ideal candidate possesses extensive experience in highway and roadway design, construction methods, traffic management, utility coordination, staging, and transportation infrastructure delivery.


  • Lead and perform constructability reviews for roadway, highway, bridge, interchange, and transportation infrastructure projects.
  • Review engineering plans, specifications, estimates, and contract documents to identify potential construction challenges and risks.
  • Evaluate construction sequencing, phasing plans, traffic maintenance and staging strategies.
  • Assess temporary traffic control plans for constructability and operational effectiveness.
  • Identify design conflicts, schedule risks, utility impacts, access constraints, and potential construction inefficiencies.
  • Collaborate with design engineers, project managers, construction teams, contractors, and agency stakeholders to develop practical solutions.
  • Provide recommendations to improve constructability, safety, quality, maintainability, and cost-effectiveness.
  • Participate in design reviews at various project milestones, including 30%, 60%, 90%, and final design stages.
  • Evaluate right-of-way constraints, environmental commitments, utility relocations, drainage considerations, and permitting requirements.
  • Review and validate construction schedules and sequencing assumptions.
  • Assist in value engineering efforts and alternative technical concept evaluations.
  • Prepare detailed constructability review reports, documenting findings, recommendations, and risk mitigation strategies.
  • Support procurement and contractor pre-bid activities by addressing constructability-related questions.
  • Coordinate with owners, public agencies, contractors, utility companies, and consulting teams.
  • Bachelor's degree in Civil Engineering or related field.
  • Professional Engineer (PE) license required.
  • Minimum 10+ years of experience in highway, roadway, or transportation infrastructure projects.
  • Strong background in both design and construction of transportation projects.
  • Experience conducting constructability reviews on DOT, municipal, or major transportation projects.
  • Thorough understanding of highway construction methods and sequencing.
  • Knowledge of transportation design standards, specifications, and construction practices.
  • Experience with utility coordination, maintenance of traffic (MOT), and construction phasing.
  • Excellent written and verbal communication skills.
  • Ability to work collaboratively with multidisciplinary teams.

Preferred Qualifications

  • 15+ years of transportation infrastructure experience.
  • Experience with large-scale DOT programs and alternative delivery methods (Design-Build, CM/GC, Progressive Design-Build).
  • Familiarity with FDOT, Caltrans, TxDOT, AASHTO, or other transportation agency standards.
  • Experience on mega-projects involving highways, interchanges, managed lanes, or major roadway reconstruction.
  • Certified Construction Manager (CCM) or Project Management Professional (PMP) certification preferred.
