Role Summary:

The Lead, Operations Training and Technical Development role is responsible for developing, leading, and continuously improving Buckeye's technical development program for Operations. The position partners with Operations, COE, HR, Safety, and Compliance to define key competencies, identify training needs, and maintain a competency-based framework that supports workforce readiness and development. The role also evaluates program effectiveness, analyzes training outcomes, recommends improvements, and stays current on industry trends to strengthen skill development and organizational performance.

Responsibilities & Essential Functions include:

Program Development and Management



  • Develop, lead, and continuously refine Buckeye's technical development program for Operations, ensuring alignment with operational priorities and workforce planning needs.
  • Collaborate with internal stakeholders, including operations, COE, HR, safety, and compliance teams, to define key operational and technical competencies and identify training and development needs and priorities.
  • Build and maintain a comprehensive competencybased training and development framework that supports Operations in alignment with HR processes.
  • Support technical development planning, skill alignment, and field operations development to ensure employees have clear pathways for success.
  • Ensure training supports operational requirements, reduces skill gaps, and strengthens organizational performance.
  • Provide insights and recommendations to leadership on workforce capability trends and skill development needs.



Continuous Improvement





    • Regularly evaluate the technical training and development program effectiveness driving continuous improvement and innovation.
    • Analyze training outcomes and metrics to identify trends, gaps, and opportunities for enhancement.
    • Explore and stay current on industry trends, emerging technologies, and best practices for executing competencybased programs and recommend enhancements.
    • Champion a culture of skill competency and development within the organization through effective training and development.
    • Lead evaluations and reviews of training programs to ensure compliance, operational alignment, and continuous improvement.
    • Identify opportunities to streamline processes, enhance learning experiences, and strengthen the overall technical development program.



    General Training Services and Resource Effectiveness Support



    • Establish and maintain a centralized resource library that houses supporting materials, competency frameworks, development tools, and reference documents.
    • Support broader training services initiatives, including coordination and implementation of technical and operational training programs.
    • Support and manage operations training, resource management, and technical competency development projects.
    • Contribute to resource effectiveness by identifying training gaps and inefficiencies, recommending improvements, and helping optimize training delivery.


    Other Duties as Assigned.

    Position Requirements:




    • Education: A bachelor's degree or higher in Organizational Leadership, Business Administration, or Training and Development is preferred.
    • Experience: 10+ years of experience in operations, maintenance, engineering, regulatory compliance or training is required preferably in the midstream oil and gas industry.
    • Technical Knowledge: Strong understanding of organizational development, training methodologies, and adult learning principles. Familiarity with Learning Management Systems (LMS) is a plus.
    • Communication: Excellent communication and presentation skills, with the ability to collaborate at all organizational levels.
    • Organization and Project Management: Strong organizational and project management skills, with a focus on delivering results within deadlines.
    • Analytical Skills: Ability to analyze data and metrics to drive decision-making and improve program effectiveness.
    • Travel Requirements: Travel to field locations may be required for program oversight. (~30%)



        Other Skills, Attributes and Abilities:




        • Must be able to work with department managers and subject experts in determining employee training and development needs.
        • Self-motivated and a team player.
        • Proficient in the use of Microsoft Office and eLearning applications.



        Essential Functions:




        • This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.
        • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
        • This position requires compliance with all personnel policies.



        Physical & Safety Requirements:



        • Normal Office Environment (70%)
        • Field visits may require applicant to be able to appropriately select and don PPE, coordinate movements with local operations, move around uneven terrain, climb stairs and ladders, complete work orders, and other tasks. (30%)
